Shen is a very nice tank based on his survivability and in early stages of the game vorpal blade can be a nice damage output, but going to midgame and lategame his damage becomes so low u can ignore him.
This build provides a nice damage output going from early to lategame and has gotten me scores of 15/5/14 and such.
Alltho i suggest going for AP only when youre team has some beefy dps or alot of survivbility. The last thing u want is ending up running around solo and without tanking gear while youre teammates are dropping like fly's.

I have not tried it laning yet, however this build was surprisingly effective. I obviously used the summoner spells Smite and Ghost, but the perfect balance of health and AP enables me to tank and scare people with my damage.
This is perfect for Shen players who want to outlast their opponents in a DPS battle.

I agree with the statement that a tank without damage output is useless, and I also prioritize AP, Health on Shen since he scales so well with it since last patch. However, in the "tanky AP" style I tend to play more to the tanky side, taking 9/21/0, starting with regrowth pendant, after I tend to get some mixed HP/AP items like Haunting Guise and later Rylais. Early item I prioritize is Aegis of the Legion, because not only is it gold efficient, it also amplifies your counter ganking when you ult someone, giving him more armor and magic resist.
Of course this is all due to playstyle differences, and I understand that you play differently, as such, I approve of this guide.
