Greetings, this is a highly tanky, yet very effective Singed build. It focuses greatly on enemy control, as we all know a tanks job is to control thy enemy. With Rylai's Crystal Scepter, Randuin's Omen, and Singes Fling & Mega Adhesive you become quite difficult to get away from. The cool thing here is you will be tanky enough to start fights, handle 1vs1s, however if the **** hits the fan you use his best ability to kite your enemies. Singed really is a lot of fun to play! Keep in mind, with these items and abilities, your play style should involve controlling your opponents and keeping them away from your teammates. You shouldn't have any problem doing so with this build.
[IGNITE]Ignite provides the necessary tool to prevent healing and regeneration when trying to focus down a carry. It also provides that last bit of damage you need to score a First Blood! There's nothing more frustrating than an enemy getting away with less than 100 hit points! Try tossing Ignite on an enemy that is chasing you through your smoke screen and watch them melt! =>
[CLEANSE]You can take Cleanse instead of Ignite if you feel that your team's is going to rely on your mobility greatly, I would recommend Cleanse to help deal with "crowd control" types of abilities, snares, stuns, Etc. It's ability to remove all impairing effects is highly useful in those situations. A dead tank is a useless tank.
[GHOST]Ghost provides great mobility, and great tools for escaping and or chasing down enemies. It also provides the ability to catch up to team mates as they might be entering into combat.

[POISON TRAIL](Toggle): Leaves a trail of poison behind Singed, dealing damage to enemies caught in the path, lingering for 5 seconds.
Cost: 13 Mana per second
Area of Effect: 20
Magic Damage: 22 / 34 / 46 / 58 / 70 (+0.3 per ability power) per second
This is Singes primary farming, kiting, and damaging ability. You will want to constantly leave a trail of poison behind you where ever you go. The trick here is to create mazes of smoke that your enemies have to go through. Try setting up a smoke screen, then tossing your enemy into it, then run in front of him as he retreats thus causing him to take huge amounts of damage.
[MEGA ADHESIVE](Active): Throws a vial of mega adhesive on the ground causing all enemies who touch it to be slowed for 5 seconds.
Cooldown: 14 seconds
Area of Effect:
Cost: 80 / 90 / 100 / 110 / 120 Mana
Slow: 35 / 45 / 55 / 65 / 75 %
This is a wonderful ability to control your enemy with. You can use it at choke points, or in front of your "squishy" teammates, or behind enemies to prevent them from escaping. Ideally you will want to use this to compliment your current team.
[FLING](Active): Flips an enemy behind Singed, dealing damage to it.
Cooldown: 11.5 seconds
Flip Distance: 550 (estimate)
Cost: 100 / 110 / 120 / 130 / 140 Mana
Magic Damage: 100 / 150 / 200 / 250 / 300 (+1 per ability power)
This ability can cause massive amounts of damage, and can be really nasty to those who aren't expecting it, or aren't prepared for it. An example is, allow your enemy to push your lane hard, as soon as they are near your tower, begin by throwing down some ooze on the ground, then toss your enemy next to your tower, he will begin to take tower damage, and will be slowed to the point of no return. UNIQUE - Reduces the duration of stuns, slows, taunts, fears, snares, sleeps, and immobilizes by 35%.

Boots of Swiftness in my opinion is the best choice here, unless you run up against a team of enemies whom have a lot of "Crowd Control" type abilities. Good examples are, Galio, Shen, Amumu, ramusRamus, Veigar, etc. If you are unfortunete to come up against a team purely of those types of Heros, by all means chose Mercury Treads instead.
+60 Ability Power
Your Champion gains 18 Health, 20 Mana, and 2 Ability Power every 1 min. Bonuses cap at +180 Health, +200 Mana, and +20 Ability Power.

The next item on your list to get should be the Rod of Ages, you want to get this item quickly for it adds additional health, mana, and ability power per minute of game play. This item really compliments Singed, and his passive which converts mana into health. Also in the upcoming patch Rod of Ages is getting a buff, which in turn only makes this item that much more useful.

+8% Movement Speed
UNIQUE: Restores 0.35% of your champions maximum health every second.

Next I aim for Force of Nature, for it will rapidly increase your regen based on your total amount of health. At this point you should be peaking over 3000 Hit Points. Force of Nature is your primary movement bonus so make sure you get it early, it also adds an amazing amount of magic resistance which is highly needed as a tank.
+80 Ability Power
Your spell damage slows the target's movement speed by 35% for 1.5 seconds (15% for multi-target spells).

After those four items I usually end up going after Rylai's Crystal Scepter for additional ability power and health. It's ability to slow enemies after using your ability really comes in handy. It works with your Poison Traitoxic screen, oil slick, and fling. It really does provide the perfect control to this tank build.
+ 25 Health Regen/5 sec.
UNIQUE: 15% Cooldown Reduction and 20% chance on being hit to slow the attacker's movement and attack speed by 35% for 3 seconds.
UNIQUE: (ACTIVATE) Slows movement speed and attack speed of surrounding units by 35% for 2 second + 0.5 seconds for each 100 Armor and Magic Resist. 60 second cooldown.

randiun's omenRadiun's Omen provides more health, regen, and a great amount of armor and of course the ability to slow all enemies near by. It really provides a great amount of defensive ability. This item's ability is the core for Singed, it is the only way you can guarantee a lock on your opponents and keep them away from your teammates. If someone does get past you, use Fling to toss them away from your teammates. Etc
+38 Magic Resistance
UNIQUE: Revives your Champion upon death, restoring 750 Health and 375 Mana. This effect can only occur once every 5 minutes.

The last item I get is either the Guardian Angel or Banshee's Veil. Either item is very good, however it depends on what your enemies are. If they have a lot of hurtful direct damage nukes/stuns/snares etc i'd suggest Banshee's Veil., or if you really are the primary tank and need more damage reduction, and an instant revive, go Guardian Angel.
