Introduction
i start out with either boots of speed and 3 pots, or regrowth pendant and 1 pot depending on how im feeling for lane.
first time back i should have enough to sell my pendant and buy catalyst
i then rush RoA and greaves (this is where things get interesting in game chat) i also try and grab an agility pot
after that i want to rush into a frozen mallet and an agility pot (by now you should be getting an agility pot every time you can)
i get zeal and blasting wand next, and decide if i need MR or AS first (usually i get PD then work into the scepter) always getting an agility pot when needed.

i like to put a point in fling first because its fun to catch apponents off gaurd and throw them into my tower, or my laning partner. after that i get a point in poison trail, followed by a single point in his adhesive. i then max fling, then poison, then adhesive (getting a point in his ult at 6, 11, and 16 like normal)
i like this sequence because by the time you have maxxed fling, you have a ton of movement speed to catch players and throw them back into your waiting team, or enough power to deal damage and throw them away from your team. its a different look, but it works just fine.

ghost is awesome. really one of the best spells ever created to use with singed, i always get it because it really just allows you to control a team fight from everywhere while your team melts the enemy.
the second one is optional. if you want to split push, or gank another lane, then telaport is a great spell. personally i take exhaust because it lets you get the enemies that try and run when you come running in with your ult and helps your team escape if needed.

well, there you have it. a very unconventional build for a very strange yet fun champion. its something that i use when im very bored and want to have some good fun with my favorite champ. of course when it matters i fall back on good old fashion tanky build. (love watching dyrus use him) the thing about this is that you get to be in the enemies face, melt their HP with your poison AND AD, then just run away while your team is there to clean up the mess. if you enjoyed it thats fine, lemme know how it went, this isnt a serious build by any means
