ADC Annie is so OP, because it deals damage to enemy ADC who attack yuo! GREAT!

I always take first because you can read this form the chapter 2! Then i take because it RESTORES YOU MANA! Great! is cap because it need from you to be near in melee range!

Runes

Ask why I got that runes as I got? It's a ADC, so you have to have to get runes that boost your AD.
