I'm a big fan of support toons, my favorite has to be Sona by far, but I've been playing Soraka more recently and I got to say that she has grown on me and is now my second favorite support. This guild will outline how to be a beastly healer on the fields of battle.

Pretty typical caster rune for Marks, I can't really think of anything else to go here.
Mana regen is always helpful to all casters, and I don't leave home without them.
I really wanted to use the Gylph of Force here, but in order to get the max CD reduction you need to have these. I'm not a fan of relying on Mejai's Soulstealer 20 stacks to round out your CD reduction.
These are great for early game survival, I also usually don't leave home without them.
I feel that the Masteries I have listed are pretty standard to most casters, support and carry. You get 9% of your CD from this set up as well as Magic Pen, Move Speed, Mana regen, and 10.8 AP. You can always change them to your needs and summoner spells, this is just my preference.
These are frickin sweet! They only cost 900g and they have 15% CD, enough said
Now your thinking that Soraka isnt a carry wth is she doing with this!?! Well the reason I take it is because assist stacks add up. Yes you may not be the most killer toon on the field, but with your healing and silencing in the midst of combat you are getting assists for doing your job, and the higher the AP, the better you do your job.
Now I was debating between this item and Soul Shroud cause SS has more HP, higher CD reduction, and MP5, but the SV's +20% healing effect make your Astal Blessing heal for about 1100+ and your Wish heal for about 1700+. These numbers are when you have your full build and Mejai's SS up all the way, but thats a helluva lot of health regen.
Great mana regen and AP, really can't go wrong with this item.
Really nice AP, the 30% increase is sick, can't say much more about this.
This item is becoming one of my favorites for support toons as my endgame item. It has Movement Speed increase and the additional AP to your basic attack is nuts. After you cast your next auto attack is going to be in the 600+ damage range with all that AP you have.
Soraka doesn't really have an escape mechanism, so this is it, its great for getting out of harms way, and good for positioning if your team is winning a 5v5.
Great for getting all over the place fast. Tower getting pushed by a huge wave of creep and your team isn't remotely close to saving your turret, boom you are there and spamming your Starcall to save the day. Also remember that your Wish spell has no range, so if a fight is about to break out and your off saving your turrets, you are always able to contribute to the fight with your Ultimate.
These spells are my preferance, others worth mentioning are ghost, clairvoyance, heal, and clarity.
Sweet for farming, also great to use in 5v5's if you get close enough to combat. The CD on this is 1.8 sec with 40% CD reduction.
This is your sexy heal with the sweet armor bonus as well. With the full build and maxed Mejai's your heal will go for 1238 per cast. You will also be able to use this ability every 5.4 sec with 40% CD reduction.
This ability is great for its dual usage. Early game mana regen to yourself and your allies for free, and later game it is a 3 sec silence that deals 689 damage before Magic Resist. You will also be able to use this ability every 9 sec with 40% CD reduction.
Your bread and butter. This will heal for 1669 per cast to everyone on your team! You will also be able to use this ability every 36 sec with 40% CD reduction.
