Opening Notes
This build almost always works for me in a game, and I'll usually finish with low kill count, little to no deaths, and a **** load of assists.
If you like the build but want to tweak something from it, go for it. I don't care what you do and if you think it can be better, criticize, don't bash.
I take a passive approach to the beginning of the game. Farm the first few levels. Depending on laning partner, Fling-Poison any enemy to get the kill if they stray too far, otherwise hold the line and keep the enemy from experience and gold by pushing them back to their tower by poisoning the minion waves and then backing out letting your partner get last hits.
One level 6 and have a decent amount of health and health regen, Fling any squishy opponents back into your poison trail and let your partner get some heavy hits in. If the opponent doesn't die and retreats under the tower, dive the tower and let your partner pick up the kill as you fling a second time and take the tower damage. Flash out if needed and lay down adhesive at the end of the tower range if another enemy tries to chase you down.
If you are in a team fight and your team is losing and retreats and scatters in different directions, lay down adhesive in one direction saving your team and either chase down and fling back any opponents still chasing. If it comes down to it and you are going to die even if you run, stay in the fight and continue to deal as much damage as possible.
You're survival is not as important as your team members
You will die. You will get ks'd
End of game you should be extremely healthy and be able to take major damage without dying. If your team is losing and wants to Backdoor, go with your dps team member and tank the towers. By doing this, Backdooring is easier because you do addition damage to towers because of your passive and your dps champ doesn't have to worry about the tower killing him. Plus, when the other team comes to kill you, you are able to lay down adhesive and take damage, further saving you and your team member.

I play a passive beginning games so Runes/Masteries do not really matter to my play.
My Runes/Masteries are nothing special. They are standard tank runes/Masteries. They are actually just a rune page from leftovers that I had from when I used to play Cho'Gath and Jax. You have better Runes/Masteries? Use them.

This will probably get the most controversy of anything.
These Items work for me. I do not care how you play or think Singed should be played, this is how I play him and I don't play Ranked so they work out.
I start with Doran's sheild for starting health and health regen. I try to get health quick taking Giant's Belt and Boots. If don't have gold for Giant's belt on first recall, Ruby Crystal works as well. No matter which health item taken, on second recall get health regen with Regrowth Pendant. Then finish Wormog's as soon as possible and then finish Boots of Swiftness and getting additional Regrowth Pendants for Force of Nature when possible.
Upon finishing Force of Nature I usually start building Sunfire Cape or Abyssal Scepter depending who on the enemy team is dealing the most damage. The rest of the items should be customized according to who is on the enemy team.

I go with Flash and Exhaust. There is no big reason for this. These are just the 2 summoner spells I feel work best with Singed.

Flash is also useful to ensure the kill on an enemy who is running away. Activate Poison Trail and Flash right in front of them to get them Poison.
I take Exhaust because if saving a teammate from a gank, one Fling on one opponent is not enough. Fling the closest threat, and then Exhaust the next threat if needed. This is especially useful because Mega Adhesive has a somewhat long Cool Down, and doesn't cover a large area so enemies are able to run around if fast enough.
