Really needs armor and CDR. Upgrading the Philo to Shurelya's would help, and swapping out a Warmog's for Glacial Shroud would help. I wouldn't use the build as is unless the enemy team had just about 0 AD. Well, even then I wouldn't because there's no CDR.
