Runes:
Scaling health marks are really bad. Just run armor marks or maybe magic pen for damage. You'll get nearly as much health from flat health seals at level one as you get from those at level 18.
Armor seals are fine, flat health seals are still the main thing people run on supports though.
Flat MR glyphs are good, it seems like flat AP is also an option some people use.
I'd just run armor quints, some people run one AP quint with flat AP glyphs though. If you want scaling MR run it in glyphs.

Pretty sure you should be getting a pretty basic tank support core:

You also neglect to mention support items that may be necessary purchases (such as
Masteries: fine, some people run 12 ferocity, some people run 12 cunning
Skill order: There seems to be a couple of options here and this is close enough to one of them to get a pass.
The coding is really bare, really needs something to break up the text.
