Morgana is truly a support class but she has some pretty powerful nukes. This is the build I use with her.

Summoner spells: I choose ghost and ignite.
Ghost: It has 2 main proposes first being escaping harm it is sustained speed making it a far Superior escape method. The second purpose is the real reason I take ghost instead of flash, her ulti. In order to get the second hit and destroy the opposition you have to stay close and with lich/ghost/mercury treds this should be easy.
Ignite: It is self explanatory a finisher or a extra dot on a binded target.

The Mastery tree:
Standard caster 9/0/21
but I put a point in improved ghost instead of the standard flash because we aren't using flash.

Skill tree:
I get 1 point in every spell from 1-3 starting with dark binding. This is because on her every spell is important. I put a early focus on tormented soil just for its pushing capability and for getting those last hits. The rest you should be able to figure out.

Rune Build:
I choose magic pen marks because it actually adds more dmg in game then ap.
I went with 8 armor per lvl seals because ranged toons are your biggest threat and this will push you over 50% reduction at 18. The last seal I just through in a ap per lvl to add a little extra dmg. The Glyhs and Qunin I go ap per lvl this seems to make the biggest difference.

Items:
I start with Doran's because you need mana regen over mana pool. The reason I see it this way is that you are going to be more going for last hits then pks so you don't have to cast spell after spell. The health mod on the Doran's is also important being that you are very glass in the beginning. From there I steped you through all the items I would get. Hold off on selling the Doran's till you need the inventory space.

Playing:
remember you are a support class so team up with a good dps or tank and take a side lane. Mid just doesn't cut it on Morgana because she doesn't have enough range to deal with ice pokemon or tristana/ashe. Just try to last hit while zoning the enemies away from the creeps with tormented soil. Don't waste mana on dark binding unless you have a clean shot and you have a team mate to capitalize on it until your stronger around lvl 11. Make sure you move with the team you shouldn't be decoy laneing or pushing by your self because you don't have the means of escape most carrys have. Remember to throw your shield on either tank when he runs in or a heavy aoe dpser in team fights. Grab up every opportunity to catch multiple targets in your ulti. have fun
