Additionally to omogma's thoughts I might aswell continue.
You want to build him a bit tanky, but isn't Talon's whole purpose to be squishy and to pop in and out of the fight before he can get focused? So if you're trying to play an Offtank you don't get the best use of his skills.

But maybe you could just make some screenshots and proof that your build works? I'd like to see the results! ;)

Talon BLOWS at soloing, the only way he can "somewhat" safely farm is trough his W and that in it self have small range. + you might buy hp items but that wont help you for the first 8-10 min of the game (IF you manage to get any form of farm) where your so super squishy that a xin simply have to look mean at you and your done for.

You talk about safely harrasing? do i need to remind you that your silence last 1 second and that you appear BEHIND you enemie? that makes you the perfect punching-back once you small amount of low level burst is done.

So the idea behind this build is broken. nice try though.
