Introduction
For runes I take flat damage Marks, attack speed seals, cooldown reduction glyphs, and flat damage quintessences. The flat damage marks and quintessences add to Talons early game damage and to some late game, to a degree. The attack speed seals is to round him off at a good enough attack speed to increase his damaging burst. And the cooldown reduction glyphs to maximize his ability use.
Picking up a doran's blade in the beginning is helpful for early damage, although if you have tried Talon and seem to get killed quite easily try picking up Doran's Shield. I think boots of swiftness is great to have just for the chasing ability. You don't need it because if the other team has a lot of CC, I'd recommend Mercury Treads. Phage is good to have for the proc because of Talon's passive; 10% damage is a hefty load so it makes him more potent. Youmuu's is great because all the stats it gives is extremely complementary to Talon. I believe Frozen Mallet is a must have for talon, some people take Trinity Force but I think the 700 HP, damage increase and slow are better and make Talon less squishy in team fights. Infinity Edge is great for the 250% crit, Black cleaver for ArmPen. And Bloodthirster for lifesteal and extra damage.
Maxing out Rake is key! Getting it first helps farm minions, slow for the passive, and later on deal out massive damage. Make sure you hit them with both run throughs for maximum damage. Using Talon's ult and then Cutthroat is an excellent combo to inflict a lot of damage. Combine that with Rake and then a Noxian Diplomacy and your target should be dead. :)
I take exhaust and ghost. Exhaust is great for starting your passive. It also helps for chasing, and damage reduction for the other champion. I particularly like ghost for the reason that getting away from a gank or near death is fantastic. Using your ult to go invis, the movement speed of the ult and then when you're out of invis you hit ghost and no one will catch you.
