Talon can be an amazing hero if you know how to play him right. He is an incredibly strong assassin and can escape fairly easily with ult or cutthroating to an enemy minion. Flash and ult when used wisely can get you out of almost any sticky situation.
I like to go bottom lane. Farm until you are at least level six. If you are low on hp and mana recall and shop. At about level 7 or 9 go to gank mid. You should be doing a good amount of ganking but talon also needs to farm to get his build asap. Make a habit of checking out mid and the opposite lane ( top or bot) for ganking opportunites. Talon is an excellent ganker.
He is also an excellent pusher/farmer. If you see a large wave at an empty lane consider running there, clearing it, pushing a few waves(1-3). It is easy to get the enemy teams attention when you push so fast. When you see them go MIA head back to your tower for safety. Dont forget you can ult ( running in the least predictable path is an incredibly effective strategy if you think you wont get away simply running straight. For example if your are bot and being chased by singed ult and instead of running to tower, head up to the river towards the dragon. They will see your ult blades returning and follow you in river. You can flash over the dragon wall and pray to god they wont flash over as well.)

Dont forget that you can use noxian diplomacy on towers to boost your damage output. Once you get sheen you become a tower killer. You can push a lane fast and take out the tower in about 8 seconds and make a hasty retreat. Get back to base and shop with your hard earned gold.will also reset your attack timer so you can attack and immediately after useand you will strike again. So basically wait until just after your attack animation finishes and use q right after to maximize your damage output ( The only exception to this is the q-e combo where you usebefore cutthroat to take advantage of the damage bonus) . Of course this does just work on towers, use it to do max dmg on champs too. Sometimes you may get excited and use it as soon as it coolsdown, play smart, it will you get you more kills in the long term.

Armor pen is a must. Helps you tremendously early game and helps till the end.
Cooldown reduction for your burst moves. Specifically your ult. The sooner you get your ult back the sooner you get another kill for your team. Spamming rake can be devastating and especially since your spells cost relatively little mana. ( I sometimes get mana crystal early so I can harass and farm via Rake)

9 in utility for that extra mana that talon needs. I find it gives talon just enough mana to not be mana starved without having to rush sheen or take mana regen runes. It seems like a nice fit for talon. Plus, since you will demolishing their team you will killing buff holders and I find myself having red and blue through a large portion of the game so the extra 20% duration is very helpful.

21 in offense-- Your an AD burst assasin. Maximize AD. Traditional AD setup.
The new AD masteries changed the traditional layout. I used to get 3 points to increase dmg by1.5% but I believe 9 extra AD to be more beneficial.

Flash is an all around amazing spell. Escape or chase. Flash in and ult-rake has gotten me many quadra kills. Pretty Simple.
I feel that ignite works better with your burst. You should be killing people during a gank in a matter of 1-2 seconds. The armor reduction and slow from exhaust are nice but nothing beats that extra bit of damage added to your burst. Plus ignite combo's soooo well with noxian diplomancy. Best feeling ever--> The enemy escapes with +10% hp, and 5 seconds later you are smiling cause they are dead nonetheless.

If you prefer exhaust to ignite go for it but I highly recommend...(guess...lol)

No other summoner spells should be considered. If you are feeling extra cocky, it is fun to play with exhaust/ignite but this is a troll choice.

Rake is your bread and butter ability. Get one point in cutthroat early(@level 4, or 2 if you go mid) just so you have the ability to teleport and silence, in case of a gank or to do some early harass. For example, if you go mid and udyr ganks you from behind you canto him, silence him and flash to safety. It works almost as a second flash as long as you have an enemy to target. Max rake whenever you can and noxian diplimoacy is the next priority. Level your ultimate as usual at 6,11,16

Dorans blade is your starting item. Get basic boots next time you are at the shop. The number 1 most important thing you must do to demolish the enemy with talon is to BUY A BF SWORD AS EARLY AS POSSIBLE. If I recall with 1650+ gold, I buy a bf sword before basic boots. It is that important. Talon is an AD mage. The extra 45 damage will TREMENDOUSLY increase the damage output of your three offensive spells (q,w,r). I usually build mercury treads next if I am laning against an AP mid against heavy cc...( for tenacity). Otherwise I complete bloodthirster first, then finish mercury treads. It depends how the game is going. --> Sheen is an amazing item which has great synergy with cutthroat/noxian diplomacy combo. The extra mana is very helpful and will keep you in the lane longer. Phage or sheen first also depends on how the game is going but I like phage first for the health and the slow works well with your passive. Finish trinity force and start working on your second bloodthister. Do not underestimate the pure brutal force of an extra 100+ AD. Some people ask why I dont get Infinity edge (IE) after the first bloodthirster. The answer is simple. Bloodthirster is significantly cheaper(3000<3830)and offers 20 more AD ( if you can manage to stay alive which is relatively easy with [img=http://edge2.mobafire.com/images/ability/talon-cutthroat.png] flash, and ult. Eventually you should get IE either before or after your third bloodthirster. If you managed to rake in enough gold ( get it? lol) to get to this point, sell the dorans blade and buy a warmogs for survivability ( or thornmail,banshees depending on the game situation and your own preferences. This finished up your build. Dont forget to buy the red,blue and green potions once your build is full. I have never seen a talon player not get brutalizer, and most build it into youmus eventually. I know I will get a lot of negative comments from people for not including either of these items in my build. I truly feel that although they are excellent items on talon, it is more valuable to focus on maximizing ad. If you insist on getting brutalizer please do not upgrade it to youmus unless your build is otherwise complete. It only adds 5 dmg for almost the price of a bf sword. I have been inspired by the insane games I have been having with talon today and felt the need to spread the word about talon's potential.
I just hope he wont get nerfed anytime soon (but sadly I predict he will)
