Talon is one of the few pure AD assassins in the League. This means you want to take advantage of armor pen and attack damage as much as possible. He has some very power tools to work with, area of effect slow, single target silence, stealth, and a bleed effect. You need to pay attention to your opponent if truly want to do well with Talon. He defiantly has proven his spot on the Crimson Elite!

I'm using all armor penetration runes since your biggest shut down is armor. For seals you can use your preference of dodge/health/armor. You should not need mana return seals, if you pace yourself properly you will have enough mana to harass and burst down a kill.

Your typical melee damage mastery tree 21-0-9. If you really want to you can do a 21-9-0 to take advantage of more dodge and run speed over the 5% exp gain in utility.

Exhaust is a MUST, improved exhaust is a MUST. Not only will improved exhaust reduce the targets armor but it will allow your passive to stay active on that target.

Flash is another great spell for lining up your ultimate's blade path, or escaping. Don't forget the blades of your ultimate will trace to you after you come out of stealth so flashing towards the enemies side of the map is usually a bad idea.

As I mentioned, you want as much armor pen and attack damage as possible since you have zero magic damage. Usually rushing black cleaver will allow you to dominate your lane. A ghost blade is great all around and don't forget to activate it before you use your Q ability so you get that massive burst.
