Talon overall is a squishy champion which can be focused down and killed with in one stun. So like all assassins you should be going in after the initial fight mopping up kills. Talon is great in team fights as you dash and ult doing alot of damage to everyone around you. But in the laning phase he lacks sustainability.

In the laning phase you should stay on the safe side as you have are squishy unless its easy harass or a kill. In the lane you either want a tank bot with a stun or some form of cc (eg. alister) to get them away from you and let you farm or a top solo lane where you can focus on the farming. If it is a 2v1 situation just ask the jungler to gank quickly at around lvl 6. When Talon gets unbelievably strong.

My masteries are unique as the offence tree ends at 11 taking the improved cooldowns and armour pen while taking improoved flash and movement speed in the utility tree. I take the movement speed as it goes well with talon combining his ult and his alright base movement speed.

Since Talon is kind of a burst damage assassin i take trinity and infinity because all his skills scale with AD and also because late game his Q can hit for a lot as it both procs infinity and crits. i take frozen mallet on top of trinity because it is used for his passive. Some people may thing "isnt frozen mallet and trinity a waste of slow?" and i say no as its only a 30% chance to slow and your passive procs the next hit while with frozen mallet as well you can continiously hit his passive with trinitys passive. Banshees also used here so that you cant be stunned and then instakilled by the opposing team.
These items should grant you enogh survivability as well as damage.
