The build looks solid yet a bit strange for a taric to run around with a Sunfire Cape, and Atma's Impaler when he is not focusing on HP and shouldn't focus on DPS. The Description has sections but you should really learn to edit and use [ b ], [ i ], [ u ] and other commands such as [ url ], [ Youtube=X ], [ Size=X ], etc. Now let me just summerize what you are doing wrong imo:
1. Getting Archaic Knowledge instead of Presence of the Master!
2. Getting flash, it's not very suited for Taric at all! you are tank/support!
3. Getting Alacrity Seals instead of Clarity Seals, you said AS for Mp/5.
4. Getting Swiftness boots when he could go Swiftness Quintessence and Beserker's Greaves.
5. Getting Shatter when you should focus on Imbue to stay alive, you always need to heal.
Other than that it's just a poor discription edit wise, I mean you should pimp it up a bit and fix up a couple of things. You are also not mentioning anything about playstyle what so ever.
