This build has been a good one for playing taric in my opinion.

Taric is a very special champion. He's a supporter & damage-dealer and his skills prove that.
He got heal, which is pretty strong, an armor buff for himself and surrounding allied champions, a stun and one more buff, which heals yourself, increases yours and your allied champs attack power.

Many people say, that taric is only a tank, which I doubt. A part of him is a tank. In late game, taric can easily take down a tower, since he got a great heal.

You gotta play taric very defensively in early game, because his damage isn't that great, so do not go after easy kills.

Now let's take a look at the items I suggest you to buy:
Sword of Occult: Taric's base damage is very low, so it is hard to kill anyone. Well, he got stun, but most of good players know when to get away from taric. So basically: Increase your attack damage.
Boots of Swiftness: Taric is very slow in my opinion, in early game you will often face enemy champions which get away easily. With the boots, you can run after them, stun them and your allied champions will do their job.
Mejai's Soulstealer: Taric's heal and dazzle is very important, as well as the shatter. Those skills use ability power. So it's very important to get alot of ability power.
Leviathan: Taric also needs alot of Health-Points!
Archangel Staff: As I said, Taric needs ability power. But there is another very important part of the item. Each time you use an ability, your max amount of mana will be increased! So, as soon as you buy it, use abilities! Go for golem buff. Then you can just spam heal!
Frozen Armor: That's the only "tank" item I choose for Taric. It gives a great amount of mana, armor and it reduces the cooldowns! Very useful item! And I almost forgot to mention it, it reduces the attackspeed of surrounding enemy champions!

Why do I take items, which need stacks (Leviathan, Sword of Occult, Mejai's Soulstealer)?
Well it's pretty obvious. Taric will always get alot of Assists and depending how you play, he will also get alot of Kills. When I play Taric, I usually die around 1 to 4 times. But got often assists more than 18.
So your stacks will mostly be on around 16 to 20. Depending on your gaming-style.

Summoner skills:
Heal: I play taric as support and dd. So Heal can be very useful!
Clarity: Taric's abilities use mana, but in early game Taric will have some problems with that, so basically, it's just great to have clarity with you!
Great combo for Taric
