Hello.
Ive been playing taric for a lttle while, and i admit that im not one of the Better tarics out there, but this is how i usually play the Gem Knight, and i concider myself being pretty damn sucessful with him at my current elo.

I play Taric as an early-mid game roamer/tank (since people mostly focus ME for some reason).

More specifically, i roam, supporting the mid and solo top with heals and dazzles and eat towers with Radiance.

In teamfights, i rush in and mandive the enemies, get bursted, pull heal and imbue (if necessary ofcourse) and wait for my team to close in so i can pop radiance.

The build is generally a tanky caster, tho i get a little more tanky and speedy with Force a Nature, so i can help my team chase etc. and heal during teamfights.

Putting it simply, my masteries focus on the most of defense and ultility tree you can get for 15 points, but the most important part is the movement speed bonuses for early game roams, exp and gold bonuses to compensate for the non-farming stage of the game

Im pretty bloody sure that I may have missed some important parts... or maybe not important but im pretty damn sure that theres a lot more to add.
