A couple of quick suggestions.
1. The guide is tagged as Season 3 right under your name.
2. From the search page, the link to the guide only shows the summoner skills, Flash and Ghost, rather than displaying the item build used as most of them do. I think that's causing it to get passed over more than it should.
3. Could I humbly suggest "Speed Kills" as an alternative to "Speed Demon?" I thought it was fitting for a high move/attack speed AP Teemo build. =^D

How about visiting a JhoiJhoi BBcode Guide

No need for Lich Bane. The combination of 3 Movement Speed Quints, Boots Of Swiftness, Alacrity, Ghost and of course Teemo's (W)Move Quick provide plenty of Movement Speed. And don't get me wrong, Lich Bane is a great item for Teemo but it simply doesn't fit in with the AP Speed Demon build. The only item I would consider switching out for Lich Bane might be Haunting Guise during late-game instead of upgrading to Liandry's Torment, but even then you end up losing the Magic Pen..

The whole point is that YES Lich Bane would make AP Speed Demon Teemo even faster BUT that Movement Speed increase just isn't necessary. Teemo is already fast as lighting with this build. Try it out for yourself.
