Interesting alternative.
Rylais ive tested and does not work with E and not needed with Rs 50%. Do not know how slow stacks but void plus arcane is 40+15=50%mpen not 55. Only works on Q and made for mages with 2-3 shots. Try trinity force for the slow and burst damage and other goodies.

Ghost blade is really made for melee for 2x duration. Soft cap on speed 450 then x1/2 after that. Teemo is at 445 with normal boots and lvl 5 sprint PASSIVE. Ghost + sprint + reveirs for +112% you get 628 not 806. Teemo has best passive speed boost and the rest is inefficient. Malady is a must for any teemo. Everything about it works well with him.

Shurelyas reverie is the only item I really like giving sustainability with Hp, mgen and regen and group buff. Screw driver for screw not a spoon. Right tool for right job even if it "works". Dont be different just to be "unique". Things commonly done and by experience people are done because it works the best.

His AP is so low his blind and shroom are ineffective damage. The ap scales well with E. 14%x5=70% ap bonus. The idea is cool but there is a reason we dont see builds like this. It is stretching him thin as AP in some ways and over doing it in cool down and speed. Scale the speed boosts back and the AP up and it would be awesome.

Not a bad build but just a bit to squishy for my liking.

Clearly you don't see the point of this build. You are NOT building a support but a off-support( it's on the title) so obviously you cannot compare the two. Or maybe you just don't get the point of having a off-support in your team? Then I understand, because off-support aren't a popular meta yet, but if you have a GOOD team then you'll see it's utility

No comments tbh.

The Rainman knows how to play Teemo - This is probably useful in normals where anything works, but for ranked games I wouldn't bother :)

This is a very intersting way to play teemo. ill +1 for creativity and because it actually makes great sense.
Just gotta disagree about what u say about on hit teemo being squishy. check out the rainman's hybrid tanky dps teemo. It includes 2 dorans, fronzen malet, guardian angle...its pretty tanky.

Emm I just checked it up and I agree with you about it's tankiness. I will try it soon, when I play him on-hit I usually get a Wit's End instead of another survivability, maybe I am wrong there. And ty for the comment.
