The build is based around a harassing teemo. The build focuses on a high damage output as well as keeping your health and magic resist up. The ionic spark is there for the extra magic damage, but mainly the attack speed. The reason the build calls for an ionic spark instead of something like a phantom dancer is because of the extra health that is offered, and its only 5% less attack speed, although you are sacrificing Crit and movement speed.
