Why Certain Runes/Masteries/Summoner Spells

Riven has good damage output in the early game, but is rather squishy. Since you need to get up close and personal with you enemies to do damage as Riven, its IMPERATIVE that you take defensive seals and glyphs, and some defensive mastery points as well. The reason I take flash and exhaust is simple, because Riven already has great mobility, so why not be even more mobile? Her dash is pathetic, and is mainly used for the shield, so I take exhaust and flash to escape, chase down enemies, and do some serious damage.

Early Game

Very early on, you want to play safe, see who you're laning against. Depending on who it is, this decides your first item. If you're laning against an AD champion, rush that wriggle's lantern. However, if you're laning against an AP champ, you want to rush the Hexdrinker AND a vampiric scepter. The order in which you buy these items is situational. Regardless, you want Ionian boots, because without mana the only thing stopping you from destroying your opponents is your cooldowns.

Mid Game

Once you get your Boots and Wriggles/Hexdrinker and Vamp Scepter, its your time to shine. Once your Q and E are leveled up fairly well, run your standard harass combo, it is as follows. E dash, W stun, Q Q Q then back off. If you're clearly winning, chain auto attacks in between your Q's to increase your damage output. Farm out and harass, but find a good balance between the two, grabbing 3 CS is ALOT more important than bruising your enemy. Also, if you're laning against someone with strong harass, level your Dash/Shield faster, and be sure to save if for those mundo cleavers/kennen shurikens/malphite shards/kassadin orbs/etc.

Late Game

Now its time to pubstomp. With your items, you make for a pretty good initiator, get in there, pop the ult once the fight has officially started, and hack away at their team. Save the ult active for finishing off champions, seeing as it does piss damage unless they are low on health. Good luck and have fun with Riven, The Exile.
