This is my first build on mobafire. I hope you enjoy it. EDIT: I am extremely bad at writing what to do with TF but I will try my best. Always state what kind of TF you are.

Tf can solo mid top or duo bot, he is extremely mobile and best suited for mid because he can gank with Destiny and get kills.

Tf should have about 150 cs at about 20 minutes with ap tf our 150 cs and 22.5 minutes with ad tf. Ap tf should be trying to hit as many minions with Q as possible.

Ad TF should be extremely careful and side push a lane and destiny out to a teamfight. Always say "If they gank me, push a tower." You will dominate, as ap TF you have to stay with your team and try to push mid, with your extreme poke it will be easy to get towers.

I wouldn't trust myself on the runes, because i dont use full rune pages i just use quints and reds.

Try to always get some health potions and at least one ward every time you go back, you also do not have to burst buy the item, get the components.

Flash is a must even after the nerf, tf has high base speed but with the way I play him we will get picked off immediately, so flash is a must. You can also get cleanse to replace exhaust or ignite, but for ap I dont recommend it.
