Introduction
I choose to take Magic Penetration reds, Armor yellows, Flat AP Blues, and Flat AP Quints. These runes are made to counter the majority of AD bruisers that find a home in Top Lane; Armor to increase durability and AP+Magic Penetration to deal massive damage with the early harpoon. Others prefer Movement Speed quints and/or magic resist blues, which are also an excellent choice.
I level up Electro-Harpoon first for that long range harassment and then level up my shield. From then I skill using these priorities: R>Q>E>W. This skill sequence is designed for mid range fighting. In between last hitting, wear down your opponent with Electro-Harpoon until you are confident he is unable to take you on in a duel, then rush up to him with Scrap Shield and use Flamespitter to push him away from the creeps to deprive him of exp/gold. If he stands his ground, and fights it is a sign of one of these 3 things:
-He has many creeps backing him up
-Impending ganks
-He is an idiot and will probably die.

I'm not going to spend too much time in this section. The first build is a Bursty AP variant and should be considered when you are in the lead or find confidence against your lane opponent. The second build exploits the high base damage of Rumble and stacks early armor against difficult hard hitting AD champions like Riven and Lee Sin while transitioning into a complete off-tank for Mid and Late game.
