Introduction
I would like to excuse me for my english because is not so good!
First of all , Veigar is one of the best mage anti carry in the game , and if you learn to play him wise you can carry games easy , i have won 4vs5 games cause of veigar's stun and 2 combo hit , especially killing enemy mages.
This is only my thoughts and tactics and i would like to advice anyone who play him , to take a look in my guide! I hope you will enjoy and have fun trying my build as well as gain useful information, also don't forget to leave your feedback, questions or suggestions how to further improve my guide. :)

Equilibrium - Veigar's mana regen is increased by 0.5% for each 1% of mana missing.
Clarification
His passive help him to regen mana faster , but in the early game veigar's skills use a lot of mana , so try to focus in last hits untill you reach 7 lvl , there you can harass enemy easily and w8 for the right moment to fire all the combo-skills to knock him down.
Baleful Strike - Unleashes dark energy at target enemy dealing magic damage. If a unit is killed, Veigar gains some ability power permanently.
Active: Unleashes dark energy at target enemy dealing 80/125/170/215/260 (+0.6) magic damage. If the target is killed, Veigar gains 1 ability power.
Passive: Veigar gains 1/2/3/4/5 ability power when he kills a champion from any source of damage.
Cost - 75/75/75/75/75 Mana
Cooldown - 8/7/6/5/4 Seconds
Range - 650
Clarification
This skill does a lot of work to make you powerful early game and especially late game.
Try to focus last hits in start of the game and to avoid enemy harrass cause veigar is too squishy and early game he has problem.Untill 7 lvl you should play defensive, because you don't do a lot of damage and you must also reach stun , in lvl 2 to have a good combo hits.
Dark Matter - Veigar calls a great mass of dark matter to fall from the sky to the target location, dealing magic damage when it lands.
After 1.2 seconds, dark matter falls from the sky to the target location, dealing 120/170/220/270/320 (+1) magic damage.
Cost - 100/110/120/130/140 Mana
Cooldown - 12 Seconds
Range - 900
Clarification
useful mainly with your stun.Enemy can avoid it so try to stun first and then hit with dark matter.It does a lot of damage , more than baleful strike , so if you use it in the right moment you can have good results.
Event Horizon - Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter for a short duration.
Active: Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter for 1.5/1.75/2/2.25/2.5 seconds.
Cost - 80/95/110/125/140 Mana
Cooldown - 24/22/20/18/16 Seconds
Range - 650
Clarification
Use it wise. You can win games with this skill. You should take it to lvl 2 when you will be 7 lvl so enemy can't avoid dark matter and you will harass them a lot. If they don't have tenacity items of course.If you fail gotcha enemy with this , maybe you will have counter of the enemy and he will attack you, cause now veigar would be easy to killed , so look out , if you don't catch enemy try to run back. In addition try to focus enemy moves so you will have a better shot with this skill. It need also some experience to use it as good as you can , cause it needs skillshot.
E.g. care irelia can avoid it easy , all offtank like udyr , ww and some others can counter you easy , so aware of them and try to focus enemy carry (mage better)
Primordial Burst - Blasts target enemy champion, dealing magic damage plus the combined AP of Veigar and his target.
Blasts an enemy champion, dealing 250/375/500 (+1) plus his target's AP in magic damage.
Cost - 150/200/250 Mana
Cooldown - 130/110/90 Seconds
Range - 650
Clarification
This gonna hurt.
Enemy mages will run away of you , you would be their terror , especially late game.This skill does a lot of damage, it's a burst!!!
You should watch enemy health life and try to use your combo : Event Horizontal+Dark Matter+Baleful strike and your ulty and enemy will see a red line and he will be dead.
After you take it lvl 2 your damage will be a lot especially enemy mages , so focus them and your team would have advantage then.

You need good farm so you must start with a good ap boost , your runes can help you.
with the 'flat' ap runes you can do good harass after 4 lvl and around 7 lvl when you will have lvl 2 event horizontal you can kill enemy in mid easily.
In addition cooldown help you a lot cause you need to spam your q (baleful strike) to gain ap and farm and to harrass ofc.Also your stun can help you in a lot of situations(gangs , harass , etc.)

Explenation
You need good farm so you must start with a good ap boost , your runes can help you.

kage's lucky pick : to earn some money and more ap
needlessly Large Rod : it give you enough ap to harrass the enemy
rabadon's deathcap : very useful especially with the burst damage of veigar
deathfire Grasp : more burst damage
banshees : for avoid enemy cc
sheen and later
lich bane
hourglass for avoid target you and finally
void staff for greater magic penentration.
Further useful items
: if enemy have a lot of magic damage (for example : katarina , fiddle , swain , rumble , etc.)
: if you think you are missing a lot of mana and can't farm or help in team fights.
: if you think you can dominate enemies and you gain cooldown boost with 20 stucks
: if enemies have a lot of cc
: same as above
: if you need spell vamp
: if your enemy is too strong and you need survivability
: same as above
all these items should be picked depends of the enemy , maybe you can use more than these (for example :quicksilver sash : if enemy is ww or malzahar!

In conclusion try to take an advice of all these above and play your veigar as you wish.
