I tried the flat AP runes. It works at lower elo, but in ranked and most lvl 30 games, if they notice you have a good chunk of AP, they will start to stack some MR. What good will flat AP do against magic resist? Magic Pen marks are better in the long haul. Besides, with the Marks of Potency, you only get roughly 5ap from that. You can get 5ap within a minute by farming with Baleful. You cant get 9 magic penetration in a minute.

Also, I would swap out your seals for cool down reduction seals. By level 1, I have about 11% CDR with talents. That allows me too baleful strike more often, getting me more AP faster than those AP glyphs.

This is a good build, actually quite casual for Veigar, but my only problem is the Masteries and your spelling errors. It's not very easy to the eyes, and hard to read through for the first time. Try making another one, all you have to do is right-click to change some spelling errors.
