Veigar doesn't need cooldown reduction. Ever.
If you are really hankering for cooldown reduction go get the blue buff.
That aside I'd really like to see more out of this build. My main problems with it is the fact that you get three items that just aren't effective on Veigar anymore. Rod of Ages used to be a main staple for my own build, but after a while I moved away from it because it was a crutch. It is a steady power up over time yes, but Veigar needs power fast to be effective in teamfights. Archangels may still work, but there are better choices. You can easily replace your Glyphs with Ap/Lvl Runes and replace one of your items with Deathfire Grasp for some CD if you really think you need it. Rylai's...really? I detest it when Veigar has this on the battlefield. It's a waste of money on Veigar. You don't need slowing properties on him because you have a stun. If you need HP and Slow on your attacks to get kills you are doing it wrong. Veigar is supposed to walk in, shoot two spells and walk away knowing he is getting another kill. Void Staff is a good ending item, and Zhonya's is good as well.
In general your build needs a more in-depth explanation of how it works and how you play him. Getting Rod of Ages then rolling everybody doesn't seem realistic at all, and here's why. Coming across an opponent with Silence? You lose. Coming across an opponent with a stun? You lose. Coming across an opponent with ignite and exhaust, followed by fast attack speed? You lose. There's a reason why people buy elixirs of brilliance on Veigar, and that's because he needs deterrence. Borrowed power becomes Permanent Power. Under the right conditions your opponents should never even have to believe they have to buy Magic Resist for Veigar until it's too late and you are getting triple kills in the matter of seconds. Explain your gameplan in detail, these are Strategy Builds, not "buy this and win" guides.
