This is my first build, I am creating this to familiarize myself with how to create a guide and to help people improve.
Ps. The second character is how I play Vivi and which order I get MY items in you might not like this order but I got this idea from the Tryndamere Resource.

1. Summoner Spells Do's and Don'ts
There are many summoner spells in this game, all of which have a purpose the ones you can use on Vivi are.
Exhaust - with my mastery tree this will not only slow enemies but lowers magic resistance and armor meaning you will hit even harder.
Teleport - I personally use this because it allows me to gank top from bot or mid faster, allows me to defend a tower, allows me to kill someone recall, shop and then get back to my tower losing minimal lane time (and with Vivi Time is AP!)
Clarity - this is useful because you are very mana dependant early and of course that's when you have the least. however late game this is completely ineffective for you as the golem buff will keep you at max mana 90% of the time.
Flash this is a great escape tool however I don't think it is required seeing as Event Horizon is a 2.5 second stun.
Ignite - Helpful for downing that last little bit of hp and a great counter to heroes like Dr. Mundo.
Ghost - Event Horizon nuff' said
Heal - the heal can help you stay in a lane at the start but if at lvl 18 you are focused, your going to die regardless (late late game) this loses its effectiveness as the game progresses.
Clairvoyance - or you can buy sight ward or Vision Ward.
Revive - no comment
Cleanse - this more for tanks than for the squishy caster.
Fortify - let a support take this you are damage, not support.
Rally - great skill, but you need someone who has masteries into it for it to actually help you.
Veigar's mana regen is increased by 0.75% for each 1% of mana missing. <this skill was buffed in the latest patch making it even stronger.
Notes: This is Vivi's innate skill it is always there, and is EXTREMELY valuable to our little friend, part of playing Vivi is spamming your Baleful Strike as you spam this ability your mana will go down but with your innate which is 3 quarters of a chalice in itself will keep you spamming spells to your heart's content.
Active: Unleashes dark energy at target enemy dealing 80 / 125 / 170 / 215 / 260 (+60% of ability power) magic damage. If the target is killed, Veigar gains 1 ability power.
Passive: Veigar gains 1 / 2 / 3 / 4 / 5 ability power when he kills a champion from any source of damage.
Cooldown 8 / 7 / 6 / 5 / 4 seconds | Cost 75 mana | Range 650
Notes: this is your primary spell throughout the entire game, every time you last hit a minion you will gain one Ability Power (AP) which then allows your next Baleful Strike to hit even harder, it also gives a nice little passive for when you last hit a champion REGARDLESS of how you kill the hero you will get AP = to the level of this spell, it is always handy to max this skill first.
After 1.2 seconds, dark matter falls from the sky to the target location, dealing 120 / 170 / 220 / 270 / 320 (+100% of ability power) magic damage.
Cooldown 12 seconds | Cost 100 / 110 / 120 / 130 / 140 mana | Range 900
Notes: This is Vivi's skill shot, and can be pretty hard to aim but the rewards are well worth it, at higher levels this can almost drop a creep wave by itself allowing you to last hit with balefuls, and when it is maxed and your AP is high it will kill entire creep waves.
Active: Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter for 1.5 / 1.75 / 2 / 2.25 / 2.5 seconds.
Cooldown 24 / 22 / 20 / 18 / 16 seconds | Cost 80 / 95 / 110 / 125 / 140 mana | Range 650
Notes: This is a stun that actually has pretty long range, because you can cast this on the edge of your range, and the "cage" will extend around 200 range farther. this has very long range and its stun is very helpful as it synergizes with your Dark Matter.
This is not an initiator move, let your tanks do the initiating and you can cage enemies in with a Shen or another tank, or even with a strong melee dps Tryndamere, initiating with this can get you killed, Cleanse and Banshee's Veil will remove the stun and you being the squishy mage type will DIE.
Blasts an enemy champion, dealing 250 / 375 / 500 (+100% of ability power) plus his target's AP in magic damage.
Cooldown 130 / 110 / 90 seconds | Cost 150 / 200 / 250 mana | Range 650
Notes: This is Vivi's most powerful spell, it completely annihilates other casters, AP Kassadin, Veigar, Annie etc. and because of its large amount of damage can even be used to destroy non-casters.
I will normally start a game grabbing a Meki Pendant and 2 Health Potion, but I am fairly aggressive so you may be able to get away with only one health pot,.
on my first trip back I will typically finish off my Tear of the Goddess, this is important because Vivi does ALOT of spamming. then I will buy a Boots of Speed.
Then on a second trip back or you die, try and get a catalyst the protector, after getting this get your Sorcerer's Shoes, that spell pen really helps.
Afterwards finish of your Rod of Ages, get a Zhonya's Ring, then finish the Archangel's Staff that you bought the Tear of the Goddess for wayyyyy at the start of the game.
Mid Game you can grab a elixer of brilliance to increase your AP and reduce your cooldowns, I typically get 1-2 in the midgame for ganking purposes.
now here are some situational items you can get, if you are facing someone with super high magic resist, grab the Void Staff AKA the slayer of all magic resist tanks Galio or if you are against high hp tanks like Singed and Dr. Mundo a Deathfire Grasp can chunk them pretty hard considering your going to have 700 AP at least.
AS the game progresses don't forget to grab the golem buff whenever you can, it will help keep your mana up and your cooldowns low, so you can spam even more, (I was ina game where with the golem buff I had 325 mana per 5).
PS. I don't normally grab a Mejai's Soulstealer however if you want to and are confident you can stay alive, grab it before the catalyst the protector if you are doing well, if not afterwards.
4. Tips and Tricks
You are a very good solo middle, because most people solo middle to farm, and here you can not only harass the enemy champion, but farm with your Baleful Strike to build your AP.
As mentioned before Event Horizon synergizes well with Dark Matter
Note: with Dark Matter if you are not or could not Event Horizon or Exhaust your opponent don't forget to lead them and try to predict their movements, as it does have a 1.2 second timer before it hits.
If you have a Deathfire Grasp don't forget to use it at the start of your rotation, which will look something like
if they live through that something crazy happened, and/or your hallucinating.
This is an example of how hight Veigars AP can go in a game...I just realized you cant read my AP other than getting that it was a 4 digit number it is 1006.
