Intro:
I don't claim to be an expert on Vlad, but he is one of my favorite champions to play with because he is a great harasser and towards the end of the game, he can put out pretty steep burst damage. Often times when I play him, people get angry and throw out some variation of "Vlad takes no skill to play". I usually respond with something like "Durr hurr, or derp", hence the title. Basically, this guy is to be played to have fun with.

Early game (1-6):
You wanna grab the amplifying tome to start out, and a potion if you are unsure of the enemy line-up. You should never initiate at the bush, but don't hesitate to pop in after the fight starts. Transfusion is a great early game spell because it is damage and spell vamp all in one, therefore you can stay in your lane and harass to your heart's content. Ghost is there to accommodate the lack of shoes, so don't be stingy with it.

Midgame (6-12):
You should be able to finish out rylai's pretty soon if not already, depending on how well you fare. After you get your shoes, you'll wanna start on warmog's, so that you can get some survivability going for the possible ganks on you. Be wary with popping Sanguine pool, because it is on such a long cool down, only use it to either escape, or put out that extra damage on someone with hemoplague, if you can kill them.

Lategame (12-18):
By this time you should be well on your way to making your zhonya's ring. Often times the game ends before I can buy it, but I will have one or both of the parts for it. If the game drags on long enough, the last two items are there for wiggle room based on the enemy team. If there are magic resistance tanks, go for a void staff, if there are some high output champs, think about getting a randuin's omen, a force of nature, or even another warmogs to stay ahead of the curve.

Outro:
If you are just destroying things and never dying, then mejai's would be a great purchase, before warmog's. The ability power will both give you health due to his passive, and the extra damage is always great.
