Introduction
If you are laning verse an opponent that has a hard stun or a better early game as in, a good early game burst damage or good early game harass, then I strongly advice going with the first build "Lane Stability". If you are playing verse a weaker, equal opponent, or you champion you are comfortable facing then go the latter of the two.
This is my opinion on how to use vlad in ranked games for season two. (1500 elo and down)*
In my opinion vlad dominated much more prior nerfs but with runes, masteries, and the right items he can easily perform as well as he use to.
I havent played vs fizz too many times, but he seems like a champion you should avoid playing against. Other champions like kass, annie, and others are no problem. You have a longer range than kass and with annie take the summoners spell cleanse and you should be fine. Against Sion, just stay out of range of his stun and Q + E his shield down then charge him, pool while his stun is shot (flying at you) at you slow him down then R+ignite+Q+E+Q, game over.

This build with the health regen runes and masteries allows you to play back even after taking damage and quickly recover for another fight. This build is awesome verse champions that use mana, let them harass you some until they are low on mana then strike back. This build will almost insure you in winning the lane, vlad with the health regen can sustain remaining in the lane for long periods of time. Make sure you make the other champion go back to base and buy before you do. You will be doing awesome if he has to go back two or three times while you havent.
I have the additional Quintessence rune for cooldown per level to counter for the loss of the instant cooldown reduction for not using the utility masteries.
Something is wrong with the stats at level 18 with this build, but dont worry.
*Sell the regrowth pendent when you get hextech.

This build is my favorite if I want to get the most kills. I start with boots and health pots, along with my movement speed runes and masteries you will be faster than your opponent and will be able to easily poke at them all day. Be careful with this build, I almost find it impossible to not have the lane pushed with this strategy and this allows the other team with ganking opportunities.

I have played vlad a long time, the only reason I use cooldown per level is to counter the 1 sec cooldown increase to the level 5 transfusion they added to him in a nerf a while back.
*My Seals may not be the best choices, the primary seals are for defense so health per level, flat health, or flat armor are just generally the best ones to own.

With cleanse, pool, and flash if played right you are basically impossible to kill.
If you get the hourglass, in a team fight start with R (then run into the middle of the fight), Q their carry, then E, W (pool), Q+E, Then activate the hourglass, Q+E as fast as you can, flash out of the fight, Q+E, then pool back into the fight, then Q+E, etc....
