When looking at the stats for Vlad up there on the cheat sheet, remember that the cheat sheet isn't taking into account his passive, or the cooldown from masteries. You actual AP/health/cooldown reduction will be alot higher than that is showing.

Lore

There is a temple hidden in the mountains between Noxus and the Tempest Flats, where the secrets of an ancient and terrifying sorcery are kept. The area surrounding the temple is littered with the exsanguinated corpses of those who have mistakenly wandered too close. These served only to pique the curiosity of Vladimir, when - in his youth - he trekked through these mountains during his flight from Noxus. A day earlier, the teenaged Vladimir had brutally murdered two boys his age, for no better reason than to enjoy the intoxicating scarlet bloom that surged forth. He realized immediately that he would never be able to suppress his murderous desires, and if he remained in Noxus, his foul deeds were sure to catch up with him. Without hesitation, he abandoned the city-state, and journeyed south.

The trail of bodies led him to a crumbling stone temple. Inside he found an aging monk who appraised him with eyes of pure crimson. Vladimir surprised the monk by returning the wicked gaze with zeal. Recognizing the boy's sinister craving, the monk taught Vladimir how to manipulate and control the fluid of life, often practicing on passing travelers. When it came time for Vladimir to learn the final lesson, the monk warned that failure would result in death. Vladimir did not fail, but success bore a grisly surprise. During the ritual, every drop of the monk's blood was drawn from his body and fused with Vladimir's, imbuing him with his master's magical essence, and that of every hemomancer before him. Left alone and suddenly without purpose, Vladimir resolved to return to Noxus, demanding enrollment in the League to prove the supremacy of his craft. When the Noxian High Command observed the gruesome fates which befell the palace guards, they elected to avail themselves of Vladimir's unsavory talents.

Tides of Blood - Vladimir unleashes a torrent of blood, damaging surrounding enemies. Additionally, multiple Tides of Blood in a short period of time cause them to cost additional health and deal additional damage, and increases his healing and regeneration by 8%.

Info on your skills

Q: Transfusion: This skill is your main skill, it costs nothing, and does tons of damage.

W: Sanguine pool: This skill also adds a movement speed boost that isn't listed in the tooltip. So you want to use this in conjunction with ghost for easy getaways.

E: Tides of Blood: This kill is your last skill, and it's main use it killing large creep waves or procing your Lich Bane when attacking towers, allowing you to kills towers in about 5 hits when your build it complete.

R: Hemoplauge: This skill is the one you want to use right when the teamfight starts, try to hit 3 or more enemies with it unless they have a super hard carry and everyone else on their team is terrible. I find this skill to be very powerful when used in conjunction with Ignite, as it does increased true damage, and it also lowers them to the Hemoplauge damage will more likely kill them.

Your passive: This build focuses on stacking AP and the added HP bonus is just that, a bonus. With some mathcraft I found on the forums, people discovered the AP build was more cost efficient than the HP build and getting AP from that. For instance a Warmogs only gives Vlad 37 AP. If it's fully charged it gives him like 43 AP. Not really worth it when you see that a Rylai's gives you 100 AP and 650 Health when combined with your passive.

Runes

This is going to be a pretty short chapter :)

I use health Quints

Magic Pen reds

Cooldown per level blues

And for Yellows you have two choices. You can go for more cooldown, or you can get flat health. If you think that the extra 3% cooldown reduction is worth it you can use those, but personally I prefer flat health when I play Vlad.

Masteries

For Masteries I generally take a 9/0/21 build, Mostly for the cooldown reduction and magic pen in offense. With 9% cooldown reduction, combines with your boots and a full runepage, at level 18 you should have about 30% cooldown reduction with just one item, and it's your boots! How cool is that?

Summoner Spells

Summoner Spells: I usually take Ghost and ignite, I find both of them the synergize very well with my skills, ghost with sanguine pool, and ignite with Hemoplauge. There are some other abilities you could take, like exhaust, flash, or cleanse. Teleport can be useful, especially if you fear being backdoored. I feel like the main reason you take teleport is so you can go back to your base and heal quickly, then teleport back to your lane. Since Vlad has such awesome staying power in lane, I never feel like I need it.

Some summoner spells I would say are terrible for Vlad:

Heal, Clarity(lol), Rally, Revive, Fortify, Smite

Items

Here is the item build I go for Vlad:

First buy when the game starts is an Amplifying tome and a health potion. You won't need to go back until you destroy their tower or get a few kills (2 or more)

When you go back, go ahead and buy either your Boots of Lucidity, or your Rylai's Crystal Scepter depending on how much money you have.

Buy whichever one you didn't buy the first time next when you can.

After that you want to buy your Rabadan's Deathcap. This is when you are starting to get your real power up. If you can get this before you 20 minute mark you are doing so well you will almost definitely win the game.

The next item you need is a Lich Bane. I know you get 350 Mana you can't use, but The lich bane is so insanely good on Vlad it doesn't matter. When you are attacking a tower, just use your E every time it's up to hit the tower for 500+ damage.

You have two more item spaces left, so I go for some survivability/AP items since you have been going flat AP up to this point.

Your next item will be abyssal scepter, while it only gives you 70 AP (The least of any AP giving item you have bought so far) It gives you a 20 magic resistance reduction aura, so all your teammates benefit from it. Also, it gives you 57 magic resist, which really helps since you probably only have about 60 magic resist at this point from the Lich Bane.

Your last item will be Zhoyna's Hourglass, for the armor, and 100 AP. You don't even have to use the passive, but I mostly take it for the armor and high AP.

When your build is completed, go ahead and buy a red and blue potion, make sure to refresh them every time they run low after that.

With this build completed, you should have 740 AP, 120 armor and magic resist, and Over 3,500 Health.
