Introduction
Vladimir The Crimson Reaper.
Magic penetratin Marks: Very good for vlad due to that Vladimirs Transfusion has very high early game damage and with these runes it will be even higher so youll be able to push your enemies back If they come too near.
Flat Health Seals: Foes great with Vladimir´s passive you dont get much but some AP from these runes. Also it Raises starting health so dorans items arent needed.
CoolDown Reduction Glyphs: Cooldown reduction is very good for vladimir due to that Vladimirs Q And W skills have very long Cooldowns in early game. With the CDR in midgame you can Spam your Q,E combo all the time to maximise minion farming and Harras your opponent

I dont use the standard 9-0-21 masteries because of the vlad nerf he needs more from offense and little less from utility due to the new mastery trees.
Take The standard Mage Masteries from the offensive Tree and continue to the "Havoc" mastery Because it raises the damage of your spells too.
From the utility tree take The all non-mana Masteries and the starting gold mastery to Get 2 health potions with your starting item instead of 1.

For starting items take: Amplifying tome and 2 potions OR Boots and as much potions as you can buy.
After the start you should get farmed up enough to Go straight for Hextechrevolver (you get it quicker with amplifying tome starting item)
After getting Hextechrevolver Grab ionian Boots of Lucidity ( Vlad has Long cooldowns so these will be better than Sorc shoes. Or depends on how you play him)
start building for rylais crystal sceptre after Hextech and Boots because you may need some extra health and AP in the mid game.
For an Tip buy an Elixir of brilliance whenever you can it Lowers you CD:s and gives little Extra AP.
