Have you turned on COMMENT TO VOTE? If you haven't you should to get feedback and not troll votes. This guide is pretty good, add some explanations, and add a new section for alternate runes, since some people only look at the chapters in the guide to find what they want.

Decent guide. It just needs little bit more explanation in some areas. But I still gave a +1 because I see the potential in this guide =)

Also, list WOTA in the items!

Your guide is good but it feels a little bit too short and you should buy wota before rabadons and you should also try to remove some of the items from your sample build you don't have to put everything in there.

I think you have a good start but can i make a few sugestions?

1- From experience, YOU EAT ZIGGS. PLEASE, MAKE HIM A EASY MODE CHAMP. Your lane sustain and pool just crush him. (see my guide "counter champs" section for more info).
2- You should elaborate more on the lane matchups. You tell us " xearth is ez mode." Please tell us WHY he is ez mode =D. Same stroy with the tough dudes.
3- Consider warmogs as an item. It is awesome because it gives you a good amount of ap and TONS OF HEALTH. Mage tank vlad is super powerfull.
4- I think you should add a situation items section. Its swag to be able to counter build =D.
5- I see a lot of guides talk about warding, but honestly just have a link to a warding guide and if they really want to know they can do to that.
6- Your TF section could be explanded a bit. Talk about where to position yourself. Should you be in the back, just spaming, or up in the front in the fray. Should you focus the mage, the AD carry, or the squishy support? Is barron more important than a gank? In a TF should you initate or let your tank do it, or go in a group? How can you use your spell vamp to makeyourself more powerfull in a TF? The posibilites are endless, just elabortae =D.
7- Put a bit more enficise on how AWESOME spell vamp is on vlad. You state "Once you get your Hextech Revolver, you can spam it without losing lots of health." No my friend, with it you can gain TONS OF HEALTH. Its hillarious! Keeping 4 Stacks of tides with WOTA is no problem! Farm is a cakewalk, nay, a fruity cake walk with sugar!
8- I'm not oging to *** pat you thorugh the rest =D. Just in general go more indepth. You need to list the uses of your spells and stuff.

Wow, that was long xD. Well I hope my review helped, and I hope you make these changes.

Peace, Agoney

Overall, a pretty good and well written guide, but here are a couple recommendations: (A) Buy WOTA much, much earlier the aura is very helpful to teammates. (B) Go down the Offense Tree rather than the Utility Tree for masteries, Vladimir can get a lot more out of it. (C) Add much more detail, and attractiveness ( I suggest jhoijhoi's getting started guide for attractiveness PM me if you don't know where it is). (D) I would definitely consider buying Sorcerer's Shoes over Boots of Lucidity. (E) I would get Void Staff before Rylai's especially if you aren't building Sorcerer's Shoes. Vladimir is already pretty tanky from his passive ability. Hope I helped, and have a spectacular day!

Edit: Also, change voting so it requires a commment, you'll get much more feedback! BTW: +1 from me

Ok... Now just to start, Greater Glyph of Celerity is not really that good for vlad, only helps his W and ult. It doesn't help Transfusion or Tides of Blood much.
Another thing is Greater Quint of Insight is not that great, giving 1.89 magic penetration.. Your masteries and Greater mark of Insight are enough magic penetration for the start of the game, so flat Magic penetration is useless..
Giving the flat 5 Ability power(4.95) is better as it gives about 3 more damage.. 9 in total right at the start on your Q and 1.25, or 3.50 Heal in total on your Q. Also it gives a little extra Hp at start.
Spirit Visage is not that great for vlad.. Unless you are vsing Veiger late game.. The healing doesn't really scale for vlad as much ability power would..
Also I would suggest ghost for vlad instead of flash, but it really depends on the player.. However For your offensive masteries you SHOULD get rid of one point in Mental Force, and put that extra point in Summoners Wrath, as it gives you 5 extra Ability power when you are on cooldown with ignite, Giving you 4 extra ability power.
Since you have The Mastermind Mastery, you can ignite a enemy right at the start and usually get it back when you need it.
I may be wrong with these things but I'm sure I'm not lol.
Still is a good guide though.
