I understand where you are coming from but if you look in the mastery description at the beginning of the guide I stated that you can go for the standard 21/9/0 or a more defensive setup like a 9/21/0 page. The page i posted actually has worked well for me at least with my play style im not desperately putting points into the utility tree just for the spell vamp as you can see i take points that are beneficial for Vlad. I could see your point on being too split up therefore i could put the rest of my points in the offensive tree or defensive tree depending on the match up. Over all the page i posted has been useful and to some degree more of a universal page giving me a little bit of love in all aspects of Vlads kit and play style. I do like the standard 21/9/0 page for the lane presence which as you know Vlad lacks early in most match ups. Good luck on the fields of justice to you sir!

Taking a look at Transfusion's it's the bets to put five points into Q until level 9.

You mastery tree is splitted up way too much. You can afford this in rare cases (like 0/14/16 on supports) but generally you want to get some points in the upper tier masteries which are the ones providing the best boosts for the game. I can assume that you are desperately putting points in the utility tree to get Vampirism - therfore you can go for 9/0/21 what kinda degrades your early game presence - thus go for 21/9/0 or 9/21/0.
