The Relentless Storm (PASSIVE)

Introduction
Sweet and simple AD & Health. You can use any combination of these two but I recommend using flat runes to get a early jump in the game. If you have 3 types of Health Runes (Seals, Glyphs, Quints) then you might consider using scaling health for one of them. Same if you decide to use 3 types of Attack Runes.
This is also sweet and simple. Get all your abilities other than your ulti by level 3. Up your ulti whenever you can. Then max your abilities in order of Frenzy ---> Majestic Roar ---> Rolling thunder. However if you need more farm, then alternate between Frenzy and Majestic Roar until they are both maxed.
When using AD Volibear, his Q-(Rolling Thunder) & E-(Majestic Roar) are still very effective at chasing enemy champions. However, they will do very little damage so it is best to max his W-(Frenzy) first. Frenzy gains damage the more health you have so it will do massive damage if you have 4000+ heath. His ulti can be used to do bonus damage but it is not as strong as it would be if you were building AP.
When using AD Volibear, his Q-(Rolling Thunder) & E-(Majestic Roar) are still very effective at chasing enemy champions. However, they will do very little damage so it is best to max his W-(Frenzy) first. Frenzy gains damage the more health you have so it will do massive damage if you have 4000+ heath. His ulti can be used to do bonus damage but it is not as strong as it would be if you were building AP.
I find that when using this build it is best to start withDoran's Shield and then build offensive until you start to be taking on damage more easily than you'd like. Avarice Blade is a very important part of the build because you will need it's bonus gold to finish Infinity Edge.
If you are getting kills early than I usually get Statikk Shiv as soon as possible. If I find that I'm falling behind I try to get back on track by getting Warmog's Armor then Atma's Impaler.
By getting Warmog's Armor and other health items I find that I don't have to worry about defense. However depending on the situation I exchange my Warmog's Armor for aSunfire CapeRunic Bulwark or a Randuin's Omen

There are really only five that can be considered (in order of how much I recommend)
Flash is a necessity.
Exhaust is a great way to trap enemy champions.
Ignite is a good way to ensure kills. However if you are dealing enough damage you won't need Ignite.
If you like to gank or tank turrets then teleport will serve you well.
I do not recommend heal, but when used at the same time your passive goes off it can give you an shocking edge.
