Wukong is a relatively new champion on The Fields of Justice but he has already left his impression. He is a very versatile champ. With Crushing Blow he is capable of farming well, unleashing devastating damage and smashing towers. Decoy is a great ability that can mislead your enemies and cause them to drop their abilities on your clone, chase you in the wrong direction, tank tower hits for you and many other things which will definitely be discussed in length. Nimbus strike is a great way to close the gap between you and your opponents, farming minions, causing a great deal of harassment and distracting your opponents. Cyclone is a very interesting ultimate and is great in team fights and for chasing your opponent while dealing out great amounts of damage. Cyclone is one of the most useful abilities around for knocking enemy champions out of their ultimates. With this ultimate Wukong takes the win out of team "push R" to win.

I do not feel that runes are very different for Wukong then from any other DPS champion.

I take armor penetration marks, armor per level seals, cool down reduction per level glyphs and armor penetration quintessences. It is also a good idea to take magic resist per level glyphs in order to make him more tanky.
Magic Resist per Level Glyphs
With Wukong I take the standard 21-0-9 setup for Masteries taking a point in Cripple for your Exhaust and one in Haste for your Ghost.
Critical strike chance and damage, cool down reduction, attack speed, armor penetration and physical damage points in Offense. In Utility take points in health and mana regeneration, the increase in experience mastery, and a point in increasing buffs.
The item build for Wukong ensures that he can cause plenty of damage in a team fight or when chasing down an enemy champion and it also gives him the ability to live as long as possible with little effort.
Start off with Doran's Blade then grab boots. I usually go with Mercury's Treads.
If you would prefer different boots, Boots of Mobility are a great choice because they make you capable of getting to team fights and getting away from enemies and Berserker's Greaves for increased attack speed then those are great options as well.
After your boots are done rush a Trinity Force building it in this order: Zeal, Sheen then Phage.At this point you can chase but you are SQUISHY, at this point build a Guardian Angel, this item is amazing on any champion.Next you should build a Bloodthirster for the extra damage and lifesteal. After that grab a Youmuu's Ghostblade, this will provide you with better cool down rates, more damage, more critical strikes and one of the most underrated active item abilities in the game.If you are doing well staying alive build yourself and Infinity Edge or a Black Cleaver, both are great ideas. If you need more survivability take an Atma's Impaler, Randuin's Omen or a Force of Nature depending on the enemy teams damage output.OROR
When leveling up Wukong's abilities I start by taking a point in Nimbus Strike at level one. Placing a point in Crushing Blow next and putting a point in Decoy by level 4 in order to allow you the ability to get out of bad situations with ease. From then on put a point in Cyclone every chance you get and max Nimbus Strike first and then Crushing Blow leaving Decoy untouched until you don't have any other choice.
In regular lane fights it is a good idea to lead with Nimbus Strike, land an autoattack, hit them with a landing blow, rinse and repeat. In team fights it is a good idea to lead straight in with Cyclone preventing your enemy from destroying your team with AoE ultimates. This is especially effective against Katarina, Nunu, and other champs with similar skills. From then on pick your opponents carefully for your Nimbus Strike, autoattack, Crushing Blow combo.
I always go with Exhaust and Ghost on Wukong, nothing better than making you much faster than your enemies and allowing you to focus a squishy out of a fight.ANDAnother great Summoner Spell that can be used by Wukong is Flash. By thee time you are farther into your build ghost is still very efficient but is sort of overkill in a way. It is my opinion that a melee champ should almost never take clarity, clairvoyance, or heal as a Summoner Spell. Revive is only viable if you are dying a ton, which I don't see happening with this build. Fortify is never a bad idea to have on a team but Wukong must be as offensive as possible so taking a chasing spell out of his hands is not a great idea. If you use your decoy properly then you will never need cleanse. Teleport is a good idea if you are soloing a lane by yourself. Last but not least ignite isn't ever a bad Summoner Spell for any champion. Oh, and Rally...Let me know if you have ever seen someone use it in a actual game.
This is one of the most amazing aspects of Wukong.What's better than being able to juke your opponents, force them to accidentally drop important skills on a harmless apparitions, or lead them into a team fight? The answer is ABSOLUTELY NOTHING. Learning how to use Decoy is crucial to being a master of Wukong. As mentioned above Decoy is great for fooling your opponents. When used properly it can also tank tower hits for you. But my most favorite thing to do with Decoy is watch enemies drop their exhaust on it. A great way to offensively use decoy is to sit in a bush or out of enemy view and drop your decoy, this strategy will allow you a precious few seconds in which your enemy will not even know you are even in their area. This strategy is one of the best ways to get the drop on your least favorite squishy enemy champ. Take your time to experiment with Decoy and learn how to screw the enemy over in various different way's. Using Decoy to its full potential is what separates the good Wukong's from the great ones!
This is my first build and I definitely vouch for its effectiveness. Hope this guide is helpful, it's definitely the one I use every game. Wukong is a great champion and he has a ton of different ways to be useful. When played correctly you will be the true DPS carry that Wukong was meant to be, you will not die often at all and when you are off your game you will at least end up Wukong, the Assist King.
