Introduction
Wukong is an assassin bruiser type Champion who can be played eather Top Mid or in Jungle. He is a very versatile Champion and he almost fits in every Team Comp.
He provides a pretty strong early game (lvl 1-3),burst ,CC in teamfights and he scales pretty good into the late game cause of his Passive. Wukong´s early game is pretty good but he suffers from a very low mana pool but its still enough to bully your opponent out of lane.
Pros:
- solid early game powerspikes
- burst / single target damage and AOE
- incredible teamfight Ultimate
- clone for tanking damage and juke your opponents
- good AD scaling
- can snowball like crazy
- armor pen on his Q
- gap closer on his E
- build in tankiness with his passive
- good teamfight
Cons:
- no sustain
- no real CC
- Item dependent
- can fall behind pretty easily
- lvl 1 ultimate is pretty weak

I run full AD Marks and Quints to improve my allready strong early game and to maximize my Damage in the early levels.
Armor Seals to counter most Top Champions Damage and to grant Wukong some defensive stats.
Scaling MR Glyphs for the Magic Resistence they provide. Without Magic Resist Wukong would struggle to deal with most AP Carries.
You can also switch out AD Marks for Armor Pen Marks to maximize your early game damage.

I would recommend 12/18/0 Masteries.
I put 12 points into Ferocity starting of with Sorcery and ending it with Bounty Hunter.
In the Cunning tree you have two options (Stormraider´s Surge or Thunderlords Degree).
In my opinion I would recommend Stormraider´s Surge because most of your kit is focused on burst and you´re able to proc Stormraiders almost on every trade. Thunderlords is a pretty solid Keystone too but it really falls off in the late game and Stormraider´s really helps you catching up to your opponents.

I start of with the Flask (Corrupting Potion) because Wukong has no spell that grants him sustain like most Top Lane Champions and he would struggle with getting outsustained by them. The new Flask also provides you with a lot of kill pressure combined with Ignite in the early levels.
I rush Ghostblade into Blackcleaver for Health stats and Armor Pen. Ghostblade combined with your Ultimate provides a huge AOE Knockup and you´re able to catch up to the enemy ADC if the flash away.
Steraks Gage is another great item on Wukong. If you need to build tank cause of a hard matchup Steraks is a great option. The additional burst on your Q and the shield when the enemies are trying to burst you down is pretty nice during a teamfight.
You can choose your boots but i would recommend Tabis or Mecury´s Treads.
Deadman´s Plate and Randuins are great options if you need a bit of tank stats. Randuins in combination with Ghostblade and your Ultimate will most likely win you the teamfight.
Notes:
Hydra is a pretty solid item too but I dont really like its buildpath since they removed the option of switching between Titanic and Ravenouse Hydra.

When I play Wukong Top I always run Ignite because Wukong needs to snowball his lane. He really falls behind when your not able to win your lane and Ignite gives you a lot of kill pressure in lane.
Teleport is a pretty solid Spell too but it depends on your team comp and if you want to create more pressure around the map. The problem I have with Teleport is that Wukong relies on the suprise effect with his W (Decoy) when you are able to walk in lane invisable. With Teleport you wont have this because your enemies will now that you are teleporting down into a lane.

Wukong struggles with a few matchups in the Top Lane. Champions with the same early game powerspikes, such as Riven are pretty hard to deal with. It will come down to a skill matchup.
Wukong also struggles with Champions that stack defensive stats because he is forced to rush a Last Whisper depending on which stats they stack. Even with a Last Whisper these matchups are hard because Wukong stays a Champion with low defesive stats if he is not in a teamfight and these Champions can outsustain and bully him out of lane.
