HI, well.. I'm not the best player but those builds helped me for a long time and most of my games ended with a very positive score even when the game was lost.
I'm playing league of legends for a short time and many of you can say that those builds are not good but if so i would like you to comment and tell me what is wrong.
I wont make a full guide with all the details but i will explain some of my choices.

If you play a lot with wukong then you know that he is a very strong champion at late game even if you play him as off-tank but at the beginning he is a bit weaker then most of the champions so i prefer armor and magic resistance for my seal and glyph runes.
Also many wukong players like to take runes of armor penetration but along with it i prefer to take some AD.
About the seal and glyph runes i explained in the AD part but about the other i can tell that even playing wukong as a tank he is still strong champion and you need AD to kill your opponent but to do so first you have to get his hp low and and keep yours, so i choose quins runes for health regeneration that help me poke my enemy, get his health low and then kill him.
The only thing i can say about the masteries is that i try to poke the opponent as much as i can so i give my self a little push for my mana and that is why i have 3 points on utility.
As i told before, the best way to kill your enemy is to poke them until you have the opportunity to kill him without getting yourself killed or unexpectedly ganged so i wait until level 3 to have my combo. I take nimbus strike at level 1, it helps against minions and help to get money and experience, then i take crushing blow at level 2 and decoy at level 3 to have the combo so at that point i can get closer to my enemy and damage them using nimbus strike the crushing blow to damage even more and decoy to escape without getting damage myself. so for making this combo the most useful I max my nimbus strike first and then crushing blow so each combo will do the most damage it can, i max the decoy last because you can always wait for its cooldown so you will have less pokes but each poke will do more damage so you will lose less health and your enemy will lose more health.
Flash: it will help you escape when you need to especially when ganged. also help you to catch your opponent when they try to escape.
Ignite: save you many times in fights to kill the enemy easier before they kill you also helpful against enemies with heal. secure the kill when enemy try to escape.
exhaust: prevent your enemy from escape when you about to kill them and help you escape from you enemy.
