This is a fairly easy to use build, which I have found to be very effective. So far it has kept my win/loss ratio to about 3/1. This build focuses first on attack speed, and then on attack damage, because Xin's skills and passives all rotate around his ability to attack quickly, and then, once that is accomplished, boosting Xin's ability to take down an opponent, especially ranged characters, is rather simple.
The focus of the runes is on Alacrity, with every mark slot being taken for Alacrity, about a third of the seals, and half of the glyphs. The rest of the slots are filled with defensive and health runes. This allows for a little higher attack speed at the beginning of the game, which helps Xin to regenerate more quickly.
I work with a 23, 6, 1 masteries build, because it focuses on Xin's ability to take out opponents, while also giving him a small boost to his physical and magical defenses. The one point in Utility is simply for ghost, which is a useful skill for Xin to have in both getting places quickly to, say, gank an opponent, or to escape death by increasing his movement speed.
Exhaust and Ghost are incredibly useful, especially when used in conjunction to one another. Early game, it has been useful to slow weakened opponents and speed up Xin in order to take them down.
