Your Masteries are odd, I think. Why not take increased mana regen? It's fairly obvious Zilean is a mage and a mage + faster mana regen = killer mage. Also, Quickness? Why? In your build, you have boots - not at all considering your time warp.
Spells - remember Zilean is a support character. I know the 'best' build on the site has similar spells - flash included - but your goal is to make sure the team gets kills. The team, get it? You need support spells. For instance, if your team has a lot of mana-users, clarity. I don't recommend flash, because if your time warp and ult can't save you - you're dead.
Okay, I'm fixing the build up a bit with your suggestions included. I switched my spells and put a mastery point into MPen instead of ignite, as well as re-doing most of the utility masteries.
