Lowranger is an ADC with a theme of famine. He was created to fill another one of the roles of the Apocalypse (such as Hec and Morde). He is resourceless, and has strong sustain which makes him tricky to balance. However, his base health and AD are lower to compensate for his higher range and silly sustain.

Stats: 575 range

Hunger Mechanic: Lowranger casts spells from his Hunger, a special resource which depletes by 5 per 5 seconds after you first gained Hunger. He gains 10 Hunger by last hitting minions, 5 hunger every time he auto attacks an enemy champion, and his hunger fills instantly if he gets a kill or assist. Hunger caps at 100.

Passive: If Lowranger has greater than 80% max HP (in case of a personal spell), or the enemy he targets has less than 50% max HP (in the case of an offensive spell) or both (in the case of abilities that target another but effect him), his abilities gain additional effects.

Feast Upon the Wretched: Lowranger gains (65/75/85/95/105 + 0.5 Bonus AD) HP, as well as a slight damage buff scaling with his Hunger (15/20/25/30/35 + .2 Hunger)
Empowered: Lowranger also gains temporary lifesteal (2/4/6/8/10%) and bonus Attack Speed (10/20/30/40/50%), lasting for 3/3/4/4/5 seconds
CD: 20/18/16/14/12
Hunger Cost: 30

Burning Hunger: Lowranger instills upon the target a hunger for blood. The target must kill a unit within 5 seconds, or it takes (100/130/160/190/220 + .6 Bonus AD) physical damage.
Empowered: The damage is increased (+40/60/80/100/120 + .4 Bonus AD), and Lowranger gains health equal to 10% of the Max HP of the unit the target killed (150/150/200/200/250 max)
Range: 600
CD: 15/14/13/12/11
Hunger Cost: 50

Flesh is Food:
Passive: Lowranger gains bonus AD (10/10/20/20/30) as long as he has Hunger
Active: Lowranger deals (3/6/6/9/9%) additional damage to the target for 3/4/4/5/5 seconds or until he runs out of Hunger, whichever comes first.
Empowered: Lowranger deals additional physical damage equal to (3/6/9/12/15 %) of the target’s missing health, and loses 5 hunger per attack
Range: 580
CD: 25/23/20/18/15
Hunger Cost: 10 per second (stacks with normal depletion)

Battle Hunger: Lowranger gains (30/45/60) AD and Flesh is Food’s CD refreshes. If he kills an enemy, he gains HP equal to 40% of the enemies max HP(200/400/600 + 3.0 bonus AD cap) and the buffs duration refreshes. Lasts 8 seconds.
Empowered: Lowranger gains (50/70/90 %) attackspeed buff, -1% per 2% health he is missing.
CD: 90/75/60
Hunger Cost: 100


Lore: Lowranger Christen was a son of the King of [City], and lived the majority of his life in luxury. However, [Enemy City] lay siege to their city, and they were forced to retreat into the catacombs of the city. While they hid there, Lowranger grew deathly ill. He constantly mumbled that he was hungry, and so his father reduced the rations of the commoners by a little each, in order to increase his son’s. But the additional food never seemed to be enough for Lowranger. Eventually, the food supplies began to run low as the siege wore on, and the people grew hungry. Finally, one of the King’s servants died of starvation. After long deliberation, the King ordered that he be cooked in a desperate attempt to increase their food supply. The Queen brought Lowranger a bowl of the stew of the former servant, and fed it to him. As the spoon touched his lips, a new life surged through him. He grabbed his mother by the wrist and ripped her throat out, before beginning to devour her. Outside the room, the King was attempting to placate the starving masses. Midway through his speech, Lowranger approached him and lifted him into the air. He told the people that the King had made clear that the strong should devour the weak, and ate his father before the eyes of the people. Chaos erupted, with some fleeing and others trying desperatly to find someone weaker than them, so they could finally eat. Within a few hours, a large amount of the population lay dead. With a few days, only a few remained. Within a week, Lowranger was the sole survivor of the Undercity, having eaten most of it’s inhabitants. He took the title of Prince of the Undercity, and began searching for new allies, and a Battlefield that could satiate the hunger that burned inside him.


Changelog
July 28: Added Lowranger
July 29: Hunger depletes every five seconds after you first gained it
Ult no longer gives movement speed, gives reduced AD (30/45/60) down from (40/60/80). The heal on his ult is 40% instead of 80%, and the cap is lower (200/400/600) down from (300/500/700). The attack speed given is also reduced (50/70/90) down from (70/80/100), and the reduction to it based on missing health is clarified.
Burning Hunger (W) gives less HP, 10% of unit killed’s max down from 25%, and the cap is reduced from (200/250/300/350/400) to (150/150/200/200/250)
Flesh is Food (E) damage amplification was nerfed to (3/6/6/9/9) from (5/15/25/35/50%), the duration nerfed to (3/4/4/5/5) from (5/6/7/8/10) and the bonus attack speed from the passive was removed. The Bonus AD was nerfed as well to (10/10/20/20/30) from (10/15/20/25/30). Its hunger cost per second was also increased. The Empowered effect’s damage was nerfed to (3/6/9/12/15) from (3/9/15/21/27) as well as costing 5 HP per attack.

Seems incredibly hard to cast your ultimate.
EDIT: Maybe make hunger start depleting 5 seconds after you last gained hunger.

That Ult is ridiculously OP. It's basicly a full heal during teamfights whenever you kill a unit AND you gain op stats. And he has wayyyyyy too many attack speed buffs. You'll be able to build him like full AD without even getting attack speed and he'll still have as much as most enemy ADCs. He also has a ridiculous 145 free AD. Won't be surprised if he can viably reach like 800 AD. With Infinity Edge your crits are doing over 2k dmg each before armor is calculated.

And then he has like 3 healing sources. One of them gives an instant burst of lots of HP, the other refreshes his 2nd heal AND is a full heal that heh can use up to 5 times in a teamfight and his last heal seems a little ridiculous too. Let's say you use it on their ADC and he kills your tank. You just healed for over 1k hp. With your ult you cast it on him again. He kills your bruiser. Another 800 or so HP.

@SirMount: If you get a kill, or five last hits in a row, you can cast it. But yes, I'll add the note of hunger starts depleting after you gain it.

@Thalia: The ult is an issue. I just had so many things I wanted it to do, and so it ended up doing way too much. So I'm going to probly take away the MS Bonus and nerf the healing (maybe like 40% of max HP). I'll tweak the bonus AD numbers a bit as well.

Thanks so much for the input guys, this idea was one of my favorites but it's been problematic to balance.

Also, his ult was meant to reset Flesh is Food, not Burning Hunger. Typo.

Also Flesh is food also does wayyyy too much, that would be OP even if it was an ultimate. Garens W gives him 30 DMG reduction and some MR and Armor. This gives 50 dmg increase, a ****ton of DMG when empowered AND a load of stats. To show you how much DMG the empower is doing, Elise's Q will be doing around MAX 15 health missing and that's all it does.

Meh that's how most champ ideas are. That's why Riot has employees to balance everything and why it takes so long before the official release (out of PBE)
