I'm pretty sure most of the pro teams has a forum for public use.
I know TSM, CLG, and Dignitas has a forum on their sites but others that haven't been around as long I can't say.

TSM and CLG forums are pretty much a wasteland. Lolpro is a ghostland. ReignofGaming isn't very large but they have the second best league related forums imo. Cloth5 is a relatively new site but I can't speak to their forums because I don't know.
All in all, Mobafire has the most active league related forums hands down. I'd give ReignofGaming a try but it's not even close to as active
