Riot really made Ryze's ult a real game-changer in the good hands.
However, Ryze always was that kind of champion that was strong enough without an ultimate. Usually, champions get a balanced tier of abilities, like:
Q=7,W=5,E=5,R=9 (Annie/Kata/Ashe)
Q=7,W=7,E=7,R=5 (Ryze, Shaco, the old Taric)
With the recent changes it seems that Ryze has an insanely useful ultimate, yet still have strong abilities to fight with when on CD. That's one of the main reasons we're seeing him much more often.
