It would be completely pointless if it was reversed. Dunnno who does 300 damage in level 1. And it could be activated way too often if it was only 100 damage in level 5 x)
The rest of the spell is improved. A 300 damage is not that rare in mid-late game anyways, so it I think it seems balanced?

Idea: Iron Curtain activates on a percent of his remaining health, around 5% at all levels. The damage that activated the passive buff is reduced by the buffed MR and Armor provided. (Karthas rage)
Also, if he has an ability called iron curtain, and he's an angry iron cho'gath thing, he HAS to be Russian. Also, tone down the HP costs on all his abilities. Mordekaiser's dont even cost that much and he gets a shield from them.

Reduces nearby enemy champions critical chance by 7/12/17%
Furthermore every 4th critical strike on Mupako is ignored.

Q-ability (The Iron Curtain)
Passive: Mubako is scared, when hit hard and therefore, he forces iron grains into his skin, hardening it to take less damage. He also eats some of his dead enemies to gain more health.
Mubako gains +20/25/30 extra HP (permanently) for each champion kill and assist he gets)
When Mubako takes more than 100/150/200/250/300 damage in one hit (From spells or standard attacks), he gains 20/35/50 extra armor and magic resistance for 2/3.5/5 seconds.
Active (you can only use this, when the passive's buff is over):
Mubako wants revenge and he gains 15/20/25% gained attack speed, and the enemy who activated the passive is slowed for 10/15/20% and has his/her attack speed slowed 15/20/25%.
Duration: 5 seconds on all levels.
Cost: 5% of maximum HP on all levels.
W-ability (Hack N' Slash)
Mubako slashes his enemy with his claws, and drinks blood from the wounds. (No, he is NOT!!! a vampire xD)
Mubako deals 70/100/130/160/190 (+0.4 AD) in physical damage.
Furthermore he steals 10/20/30/40/50 % of the targets HP regeneraton. (20% from HP pots on all levels.)
Duration: 4 seconds on all levels.
Cost: 5/6/7/8/9% of maximum HP on all levels.
E-Ability (Telling a tale)
Mubako strangles a target with this tale dealing damage each second. ���¨The strangling will weaken the enemy for a short period of time.
Mubako deals 30/40/50/60/70 (+40% AP) damage in magic damage each second while strangling his enemy.
Duration: 2/2.5/3/3.5/4 seconds
Afterwards the enemy's damage output is reduced by 10%
Duration: 2/3/4 seconds. (Lvl 1/3/5)
R-ability (Leap of Faith)
Mubako turns furious and jumps at enemies to destroy them.
Mubako jumps to an area dealing 100/200/300 (+4/5/6% of his maximum HP) in physical damage.
Max number of enemy champions that can be hit is 3. All minions in area takes damage and is affected by the debuff.)
Afterwards he gains 15/20/25% CC-reduction
Duration 3/4/5 seconds
All targets in the area is blinded for 3 seconds on all levels.
Cost: 5/7/9% of maximum HP and Mubako has his HP regeneration reduced by 30/45/60% for 5/6/7 seconds.
The idea is not completely finished, but I was hoping you guys could help me make the idea more balanced (that is my problem, when making ideas).
