It is impossible to max any skill until level 9. The absolute fastest way to max one skill is getting one rank at levels 1, 3, 5, 7, and 9 (basically every other level).
After you get past level 9, you can basically put points into one skill consecutively as many times as you want, until rank 5 that is. So you could do like:
Q-W-Q-W-Q-R-Q-W-Q-W-W
You can put those last points in "W" consecutively because you've got them "saved up", so to speak. By level 9, you can potentially have 5 skill points in any of your Q, W, or E skills.
Your ultimate is available for ranking up at levels 6, 11, and 16.
