Boots of Swiftness

I really can't recommend this item. All you get in exchange for giving up 20 magic pen or +15% attack speed or whatever other stats is a mere +20 points of movement speed. If you really want to get around faster, get the Mobility boots instead. They bump you up to +122 outside of combat and are REALLY fast(Swift is only +90, where as EM2 is +70). I tried out both plenty of times and there's just no contest here. Either take EM2 or EM5, forget EM3.

This item could probably let you troll people with Amumu so hard. Especially on champions with no escape move but you could always Bandage Toss the ones with an escape move. Since everyone goes with EM2 boots ( Mercury's Treads, Berserker's Greaves, Sorcerer's Shoes, Ionian Boots of Lucidity), all you would have to do is fight them and when they run away just run near them with Despair on, and just watch their health go down.

I had something like that happen to me as Jarvan IV, I was zoned really bad so I only had EM1 boots while Amumu had EM2 and when my flash was on cooldown all I could do was run while my health went down and if I tried doing the flag pull to get away he would just Bandage Toss me and kill me with Despair walking near me either way.

I actually like these boots. I tend to use them as a Jungle, or Support. Some say use Mobility, but IMO that's a support item, or if your some clown that can't stay with the group. Difference, Mobility Move 5 out of combat, move 2 in combat, so its more like a 'get there quick' while Swiftness helps with early ganks, back doors, sideswipes, or positioning while in combat. Tho, it is extremely situational. They have to have low CC or you gotta compensate with moon fire blade, or cloak and dagger, cleanse, or quick silver sash, tho imo Moon fire blade is the only viable tenacity item EXCEPT merc treds. 90% of the time, take merc treds. You put these boots on with move quints, and your almost flying across the board.
