Moonflair Spellblade

New item to complement the new stat Tenacity. In terms of mechanics, will be nice to be able to utilize other boots, such as Boots of Swiftness or Boots of Mobility while gaining the same effects as Mercury's Treads.

Correct. Tenacity does not stack with other sources of tenacity. I think this item needs to be buffed a little, I don't think I've ever seen it ingame.

tenacity only stacks when there is a skill that provides tenacity and there is an item that has tenacity. Also, the final tier for the defensive mastery page gives tenacity

On a sidenote, tenacity stacks by a certain formula and 35 tenacity + 15 tenacity wouldn't give you 50 tenacity

I like to put this for supports or nuker/mages so you can get sorc boots or Swiftness and still get tenacity. Tho to replace them with Merc treads? I wouldn't advise it. IMO its situational. The people I can think of to put it on, ideally, shouldn't be in a CC area (or won't last long enough to get out) or you could get merc treads and all your problems solved. But to say tenacity isn't necessary, would be a mistake.
