It only applies to activated damaging abilities. Not teemo's passive, not his mushrooms, not nunu's ulti, but his snowball does slow extra.

an ability with cooldown reduced by itens below 3 have slowing effect reduced? example an ability with 4 sec cooldown with 50% cooldown reduction from itens still do 35% slow or does 15% like the below 3sec cooldown sbilities? |

I think it do slow on Teemo's Toxic Shot, but only the damage it deals when the shot lands, no the DoT |
