Is this item any good?

It's decent if you want attack speed and additional magic damage - Kog'Maw makes great use of it by just stacking on-hit proc items such as this, Madred's Bloodrazor, Sword of the Divine, and Malady. In conjunction with his W, it's really nice damage per attack.

Warwick can use this to pretty nice effect to completely mana starve a caster at low mana already while dealing an additional 210 magic damage with his ult.

Overall, though, it's not all too useful - Sword of the Divine has a better active and gives more attack speed, in exchange for slightly lower MDPS.

And its a smart choice against Casters. Thats kind of implied, but i'd get it early so you can stop them from laning long.

As Jebus said above, the use of this item on Warwick, in conjunction with Madred's Bloodrazor, is an awesome boost to his arsenal. The extra damage plus mana takeaway leaves your enemies cowering in fear. I think I might just be addicted to this item...

Now damages enemies that do not have mana

Surely this should be a very desirable item for DPS characters? MR is great for everyone, AS is always useful and now it's effectively a +42 damage item (before MR reductions). Yes, it will lose effectiveness later on, but surely it's awesome early-mid game against carries and other classes that only get MR late game.

No; Spell vamp is only procced on ability damage.
