Are lethal tempo/hail of blades bugged on Graves?
I've been experimenting with 
Graves with Lethal Tempo/ Hail of Blades on the practice tool and they give very little attack speed when attacking the dummy.
Normally they should give 110%/125% attack speed (I was level 18). In practice it's barely noticeable.
On the other hand when I stack Phantom Dancers Graves starts attacking and reloading like a machine gun.
In theory the two runes should be legit on Graves. Graves scales well with attack speed items. But in practice it just...doesn't do anything.
Is this bugged?

And go what? Fleet Footwork? That rune got nerfed super hard. It's normal to look for alternatives. Hail of Blades would be pretty mediocre but Lethal Tempo would be the best rune on Graves if it wasn't bugged.
