League of Legends (LoL) Question: Do ability haste affect meeps at all?

Ability haste behaves like CDR. I highly doubt they did a 180 and made some interactions like this as it would be very unfair to have only certain champions with a passive like Bard / Zyra spamming faster.

Chimes are not effected by CDR, and generally start out near you and start to spawn further in enemy territory as the game goes on.
